This is to be used as a lesson in what we should be doing different. I was literally driving by and caught an accident happening, but just barely. You can seen the decking being lifted vertically in the wind. It's dancing. I don't know for certain how it's attached. I presume it's a hole in the deck with a shackle. The wind is catching it and moving it around violently. I'm going to take another leap and suggest that a torch cut here could rip easily due to the movement.
Whatever was making sense, quickly didn't make sense in the wind. You can see at 12 seconds the guy on the street freaks out about how they can help. That decking coming down would have the potential to cut someone in half if it stayed on edge the whole way down. One can only hope the horizontal winds were stronger than the winds gravity would have been generating. But I suspect not.
Consider the winds. Consider strapping them together so they can't move in the wind.
