David Cameron this afternoon warned the SNP they could no longer whinge about decisions in Westminster as he unveiled a package of new powers for the Scottish Parliament in Edinburgh. The Prime Minister, speaking after the Queen's Speech, said it was time for the nationalist to 'stop talking and start acting'. It came as a raft of new powers were unveiled for Holyrood - including control over tax, spending and welfare, making it 'one of the most powerful parliaments in the world'. But the legislative package also includes measures aimed at giving English MPs the final say on legislation affecting only England at Westminster.
