The AMD Radeon RX 590 GME (Golden Mouse Edition) is more closely related to the RX 580 than the RX 590 largely due to the gpu chip it's using. It is based on a 14nm process instead of the 12nm process of the RX 590. It's pretty much an RX 580 2304SP with a different codename and higher clock speeds making it a very weird graphics card. Furthermore, it was only really sold in Asia making it quite rare to come across in western countries.
