Frank Myers Boggs (1855–1926) was an American-born painter renowned for his depictions of urban landscapes, particularly of Paris and the Seine River. Born in Springfield, Ohio, Boggs moved to Paris in the late 1870s, where he became captivated by the city’s architecture and riverside scenes. He studied at the École des Beaux-Arts under Jean-Léon Gérôme, which helped shape his artistic style—a blend of impressionism and realism, often featuring atmospheric lighting and delicate attention to detail.

Boggs is best known for his paintings of the Seine, which capture the vibrant life of Paris along its banks. Works like The Banks of the Seine, Paris and Paris The Seine River and The Louvre (1881) exemplify his fascination with the interplay of light and water, as well as the bustling city life around iconic landmarks. His ability to depict the reflective surfaces of the river and the architectural majesty of Paris earned him wide acclaim.

In addition to the Seine, Boggs painted other notable urban scenes, such as Paris, la Seine et l’Hôtel de Ville (1884), where he combines the grandeur of the city's historical buildings with the everyday activity along the river.
