A sentence is a group of words that expresses a complete thought. The key word is complete. A sentence cannot be a sentence if it is not complete.

So what does that mean?

It means a sentence always has a subject and a predicate. The subject is what (or whom) the sentence is about, while the predicate tells something about the subject.
