Set in a futuristic, enclosed city, the film follows Logan 5, a "Sandman" tasked with hunting down "Runners"—people trying to escape their fate. The ritual known as "Carrousel," which is supposed to renew citizens at 30, is actually a facade for execution. Logan is assigned to infiltrate a group of Runners and, to blend in, has his lifespan artificially reduced. He meets Jessica 6, a Runner who reveals the truth about their society. Together, they escape the city and discover that life exists beyond the dome. They return to expose the deceptive practices of their world and inspire rebellion against the system enforcing execution.
