This is prime example of why I typically don't pay contractors up front. They get paid based on the percentage of the work they have completed, and we pay weekly. For a simple job like this, it should've been done quickly. However, we paid them the full price despite the job being incomplete, which puts us in a position where the contractor could walk away from us with our money. This is how we deal with this type of situation.
