It was mostly trivial reasons that led to admission to educational institutions - reasons that determined a social cartel that included youth authorities, courts, teachers, neighbors, parents and, above all, the churches that were still influential at the time. They determined what was good and bad, who was good and who was naughty, and at what point a girl was considered “sexually neglected.” It was enough if neighbors reported that a child of a single mother was dressed inappropriately or had a boyfriend or girlfriend at the age of 15, went to dances or skipped school. “If you don’t behave, you’ll be sent to the home” was a widespread threat at the time. And you ended up there faster than you thought.

Once admitted to a home, they often stayed there for a long time. A good half of the children were in such homes for two to four years. Others spent their entire childhood and youth in the often hermetically sealed houses.
