It is a higher-pitched version of the current sound effect.
0.2.0.0 was the first version where Meltdowns were added, and in the very next version the SFX was replaced by the current one we know today.
Interestingly the name of this SFX is "OverloadAlert" while the current SFX is named "OverloadAlert3" which seems to suggest that there was an "OverloadAlert2" that never made it in-game.
