The fastest wear components of disc brakes are the pads. The discs themselves do wear but not at nearly the same rate as the pads; the pads are the “sacrificial” component wearing faster because they are made of softer material than the discs.

Disc brake rotor plates have a minimum thickness as well. This should be stamped on the rotor itself, but is likely not legible if the rotor is covered with rust. In that case a quick google search will give you the info you’re looking for or you can check in the owner manual. If your rotors have any grooves scraped into them, like lines on a record, they may need to be replaced depending on severity.

Rotors can also warp due to heat, and this will feel like a pulsing when you use the brakes. This is mostly just an annoyance if it is minor, but with rotors that are considerably warped you will prematurely wear pads, and wear the caliper float pins.
