FLN may refer to Foundational Literacy and Numeracy, which is the ability to read and understand basic texts, write, and perform simple mathematical operations. The National Education Policy 2020 states that achieving universal FLN in primary school and beyond is a top priority by 2025. The policy states that if students don't first achieve these basic learning skills, the rest of the policy will be largely irrelevant.

FLN skills help children learn more meaningfully in higher classes and develop 21st century skills like problem-solving and critical thinking. Children who lack FLN skills are at a disadvantage in school and are more likely to drop out. For example, a 2019 report by the National Council for Educational Research and Training (NCERT) found that more than half of Class 3 students in India were unable to read a simple paragraph in their native language.
