Senior Minister Teo Chee Hean referenced recent instances where the public stepped forward in emergencies, suggesting that practical encouragement is more effective than theoretical debate.

Indranee concluded by emphasizing the need for assessments based on observable needs.

However, both ministers did not fully address Lim’s concern about the potential hesitation of individuals due to liability fears.
