After Yahiko's death, Nagato takes over Akatsuki's leadership as Pain. The group's objective, since then, was no longer to guarantee peace, but to achieve world domination. To do so, they gathered the Bijū (Beasts with Tails), to use their powers to start wars. Soon after, they used the new mercenary ninja formation to end the war. This guaranteed reputation and pay, which caused some villages to collapse financially.

Pain's lunatic plan was to make Akatsuki the only major shinobi force in existence, capable of creating a kinjutsu - with the beast's chakra - strong enough to defeat a war in minutes. That way, through fear, there would be peace. Under Pain's command, Akatsuki's second formation even sealed seven of the nine Bijū before the Fourth Shinobi World War.
