The investigation centres on a procurement scandal in which crime intelligence spent R54 million on tools that were seemingly never delivered.

R33 million was used to purchase a social media monitoring tool called RIPJAR in 2016 during the Fees Must Fall university protests.

In 2017 the same company was paid R21 million to provide phone encryption software called Daedalus. In 2016 Criminologist and Forensic Expert Paul O'Sullivan wrote to Phahlane and asked where he got the money from to pay for his luxury house. He joins us to discuss the latest arrests.
