George Blakemore has been a constant figure at Chicago's City Hall for more than 30 years.
But he's not a politician.
Instead he attends Chicago City Council meetings --and other Chicago public gatherings -- where he comments on proceedings, representing the public as a watchdog.
He's often dressed in colorfu, paint-splattered abstract clothing which he designs.
"He sees himself as a representative of citizens who are not in the room and who maybe don't understand government as well as he does," said ABC-7 Chicago political analyst Laura Washington.
