نجح COP28 في التوصل إلى "اتفاق الإمارات" الذي يشكل استجابة شاملة ومتكاملة لنتائج أول حصيلة عالمية، ويتضمن مجموعة النتائج الأكثر طموحاً وشمولاً للمفاوضات المناخية منذ اتفاق باريس.
