If you want to replace the transistors anyway, you don't need to test them. Testing can tell you if you need to replace other parts, such as the driver chip or F1 fuse. 90% of the time, a replacement of the two transistors will fix the problem.
1. Tester: 12864 Mega328 ESR Transistor Resistor Diode Capacitor Mosfet Tester (find it on eBay)
2. Solder Iron
