Using the scantool I watch the tcc slip speed on a malfunctioning transmission. Then I watch the tcc slip speed on a good/fixed transmission. The problem that caused this code was that metal had stuck the TCC valve in the open condition. A rebuilt transmission with a rebuilt valve body solved this problem.
