The salvaged 18650 cells have to be tested to make sure they will charge, discharge and hold the voltage over time. The two testing devices are something the DIY powerwall crowd uses to test the 18650 cells. They do a full cycle test and will display the internal resistance, voltage and mah so you can build your pack.
