I think the lines settle and slow down after a bit, but it's changing a lot when changing brightness. ASUS PB-328Q EyeCare Monitor. EyeCare means no PWM dimming. EMI doesn't change as I move different shades of windows around the desktop, which is good if doing other things in the background, at least there's no changes until manually adjusting monitor's settings.
