This is all released footage of Graeme Whifler and The Residents' Duck Stab film / films. About four segments had been written but the film was axed shortly into production both due The Residents' lack of interest and the lead actor - Bridget Terris - who played Skinny - leaving California. Here's a brief outline of the plot.

We start the film with Skinny resting in a room full of corpses, and in his dream, The Residents sing Sinister Exxagerator. Once he awakens, he discovers he's been invited to a birthday party in Constantinople by an individual called The Birthday Boy. Skinny retrieves a gift for the Birthday Boy.

He would've then arrived at the party, where in a sequence set to the song Birthday Boy, a man eating machine gets loose and scares away the party guests.

Another, less sense-ical sequence is described featuring Semolina and the Lizard Lady, but it's so confusing I can't make it out. Apparently, Skinny was also going to die and go to Constantinople?
