If you don't have access to a sandblaster but would like to clean up metal that has a fair amount of rust scale then using a Needle scaler is your answer. You could use a wire wheel as well but that will create a huge dust cloud. Using the needle scaler will remove all the loose rust making it easier to sand afterwards
